using non-georeferenced images as map in Neatline

Is it possible to use a historical map as a base layer for Neatline without going through the process of adding georeferences to the file? Or let’s say you had a map of a fictitious place from a novel which really can’t be georeferenced. I added a tiff file without georeferences to our geoserver, but then when I tried to add it to a share in the Geoserver admin consule there did not appear to be an option for adding files without spatial data.

You can just add an image base layer in the exhibit settings (http://docs.neatline.org/exhibits-overview.html) for this unless you need the tiling support. You may also want to look at http://omeka.org/forums/topic/neatline-associating-non-map-images-with-wgs-84#post-104973 for "fake" georeferencing...
