SOLR/Java eating up server resources

Hi. We have an Omeka 2.2.2, SOLR Plugin 2.1.1 that is eating up server resources like crazy on imports and re-indexing, The server is an rackspace vm w/dual CPU and 4 gb ram, ubuntu 12.0.4, Java (OpenJDK Runtime Environment (IcedTea 2.5.3) (7u71-2.5.3-0ubuntu0.12.04.1)), PHP 5.3.10, SOLR 4.8.1 running on Jetty. It's bringing CPU utilization up to near max, near maxing the ram also. There's about 25,000 items. I couldn't find much searching, has anyone seen this? Should I switch to Tomcat? Thanks

Imports are taking several hours and during the import the CPU is maxed. Here's the "top" output "31785 tomcat7 20 0 5377372 1.302g 852632 S 99.1 33.8 541:13.35 java", "free -m" "Mem: 3947 3197 750 22 3 2183".
