We are developing a project in Omeka at the Javeriana University in Bogota, and make us question about the safety of db.ini file
What documentation do you have about it to answer that question?

What specifically are you concerned about? Omeka's htaccess tells Apache not to serve any INI file, including db.ini. If you're concerned about other users on the server reading the file, you can restrict it the permissions so it is only readable by the user/group PHP executes as.
