Is the russian translation availible?
I see that it's present on the transifex, here
https://www.transifex.com/projects/p/omeka/
and is 98% complete, but it's not present in the installation package.
Can it be solved somehow?

The Russian translation was only created in late November. That's just before the latest release, but I believe the actual translation didn't get going or finished until after 2.1.3 came out.
The Russian team has gone at super speed though, so the next release of Omeka should contain their Russian translation.
In the meantime you can download the .po file directly from Transifex and use PoEdit or some other program of your choice to compile it to a .mo file. Putting that ru.mo in the application/languages folder should be all that's required to add Russian to an existing install.
