I don't think so, at least not without some potentially major changes.
I don't really know the status of running Omeka on Quercus (I believe this is how you can run PHP code on App Engine), but Omeka makes many assumptions that likely aren't true in a GAE setup.
Omeka wants to be able to directly write to the filesystem, and call out to command-line binaries. These things aren't likely to work on App Engine.
All that being said, I don't know of anyone who's tried and can give more concrete advice.
