New user activation doesn't work

I created a new user, but I can't activate the account or set the password. When I follow the link in the activation email, it takes me to a page that reads "Oops! Sorry, this page doesn't exist. Check your URL, or send us a note."

Has anyone else had this problem? Any ideas on how to fix this?
