Hey Gus,
Are the tiles for openstreetmap.org.ar actually different from the generic OpenStreetMap tile set? As far as I can tell, openstreetmap.org.ar just starts out focused on Buenos Aires (I could be wrong).
If you want to change the default focus in Neatline, just move the map to the exact focus / position that you want to use as the default, click on the "Styles" tab, and then click on the "Use Current Viewport as Default" button at the bottom of the screen. That will auto-populate the default focus/zoom inputs. Then click "Save" to lock the change.
