It looks like Google has shut down the service that plugin would rely upon some time ago. The remaining options would require server-side support to work, and that's not something we're likely to add in.
There does seem to be some option for using the browser's built-in spellchecking, but it's not clear to me how well that's supported by the legacy TinyMCE version.
