    We're currently working on making it easy for volunteers to translate Omeka into other languages, and making it easy for users to pick a different language for the interface.

    For a public theme that's entirely right-to-left, I would think that simply adding dir="rtl" to the <html> tag in common/header.php would correctly set the right-to-left directionality for the whole page.
