    Is it possible to have plugins that are only turned on for one collection?

    For instance I want viewers to be able to contribute to one collection but not another.

    You can specify which collection users can contribute to in the admin side of the plugin. On the submission settings page there is a field called Contribution Collection which lets you set which collection user contributions will be added to.
