You are correct. Only users with Super or Admin permission levels may create new users, and you have to sign in through the admin/login screen.&#60;/p&#62;

&#60;p&#62;I would like to know if there is some way to add new accounts and register users without having to go through the superuser (or /admin/login page).  If I am not wrong, currently only admin / super users are allowed to create or edit account information. &#60;/p&#62;
