How can I enable the Tiny MCE editor on the Story/Description box on the public Contribution form? I'd like there to be some sort of WYSISWYG editor for that information, especially when people add in URLs.

Have you looked to see how it is used in the admin theme for adding and editing items? I would start there: admin/themes/default/items/form.php
