Are you thinking of graphical, or command-line converters?
On the command line I've personally used ffmpeg and mencoder with success, but they can have a steepish learning curve for their options. Either one should be able to do h264-in-mp4, theora-in-ogg, and vp8-in-webm.
I believe Handbrake is still a go-to as far as GUI video converters are concerned, but I'm not sure whether it will do WebM or Ogg formats. I'm dimly aware of Firefogg, a Firefox extension that I believe can produce Ogg and WebM videos. A lot of these options are just frontends to ffmpeg or a similar tool.
