Researcher users can't see non-public exhibits

Is there a reason why "researchers" can see private items and private collections but can't see private exhibits? Seems weird.

As you've probably noticed, Amanda, we had some rationales with permissions but some are more arbitrary.

The idea behind "researchers" is that they would have special access to an archive for the purpose of researching the primary sources, ie, items and collections, and that someone with that permission level would care less about an in-progress and non-public exhibit. The "Researcher" user comes from our digital archive work where exhibits don't really exist. So, this is a good question to address.
