You're right that ImageMagick is capable of doing this, but Omeka currently does not generate thumbnails for PDFs.

I am new to to the admin. side of Omeka. I am putting PDFs on my site and would like to have thumbnails for the images. Is Omeka still considering creating a plugin to generate thumbnails? I don't have the programing background to change the code for each image. Any advice on how to create a thumbnail for a PDF file on my site?

That was added in the recently-released Omeka 2.0. If you do not need plugins that haven't yet been updated for 2.0, best thing is to upgrade. List of updated plugins here.
I have 2.0 installed, but I don't see how it generates a thumbnail. I have a PDF on the site, but all it shows is a blank box for the thumbnail. I have looked for a way to create the thumbnail, but obviously I am missing something.Is it supposed to generate a thumbnail when I upload the PDF?

It is, but the results can be mixed. We just take the result that imagemagick produces.
OK. I guess imagemagick does not like PDFs. I will make a jpeg of the PDFs and at least have that as the item image. Thanks, RBM
It might be worth checking different PDFs, it seems to do very well with some, but not so well with others
