We are building a site on old Italian towns, and the researcher would like to link the towns to the relevant entries in a large bibliography. What tools are available for this? Originally, we thought we might use the Zotero Import Plugin, which I see is still not ready.

We're just doing final testing to the updated Zotero Import plugin, so it might still be a possibility.
Would it be possible and/or feasible to have one collection for the actual public content (in our case a glossary or in Sitman's case old Italian towns) and another collection which contains the bibliographical items which are linked to each other via the ItemRelations plugin? There are some discussions regarding the issue of a bibliography integration, but it somehow seems not very practical to write bibliographical data by hand in the respective field.
Does anyone have another thought to this approach?
