Hi,
Because this is a specific app, there is no specific tool. So, you can use a generic tool like CsvImport or XmlImport, that can import files and metadata, as long as you can export your content from Joomla.

In a new Omeka installation (version 2.1+) you could also write a script to use the API. That would give more options for what data can be transferred (at the expense of coding time).
