I am able to upload my metadata from a CSV file without problems, but cannot get the image files to upload with it. I get error messages or skipped rows. I tried using images from my public Dropbox folder, from Flickr, or other websites. Any suggestions?

What error messages are you getting?
Be sure your link is to the image, and not to a page (so https://upload.wikimedia.org/wikipedia/commons/2/2b/WelshCorgi.jpeg not https://en.wikipedia.org/wiki/Welsh_Corgi#/media/File:WelshCorgi.jpeg)

The link example you gave me worked, thank you. Do you know the best place to store my images for Omeka? I was hoping to use my public Dropbox folder, but the image URL from there doesn't seem to work. Maybe I should put them on a different photo sharing site?

I think it's something to do with the way dropbox renders the links to its images.
Do you have access to the server on which your Omeka site is being hosted? You can just create a folder there and stick all your images in it, then use the url for that. Once they're in Omeka, you can leave the folder for backup or just delete it. (Let me know if that doesn't really make sense and I'll explain in more detail)
